Rep. Mandy Powers NorrellRep. Mandy Powers Norrell was born and raised in Lancaster and educated in Lancaster County public schools. It was here where she learned the value of hard work and service to her community. Norrell worked at the local textile mill in order to pay for her undergraduate education at Furman University.

Since completing law school at the University of South Carolina in 1997, she has worked to serve the people of her hometown and surrounding areas. Mandy was elected to represent Lancaster in the South Carolina House in 2012. Using her position as First Vice-Chair of the House Judiciary Committee and member of the House Legislative Oversight Committee, Representative Powers Norrell has consistently fought for the rights of all South Carolinians to enjoy a clean and healthy environment.

Her 92% lifetime score – and 112% score from 2017-2018 – on CVSC’s Conservation Scorecard highlights her commitment to conservation values and stewardship of South Carolina’s natural resources. She is a passionate advocate for shoreline protections, clean energy, recycling, wise solid waste management, and citizens’ rights to a clean and healthy environment.

In 2019, Norrell led the fight to slow a dangerous bill that would have exempted pyrolysis facilities – those that melt plastics for fuel – from state solid waste oversight. In the 2017-2018 session, she fought tirelessly to prevent rollbacks to the Automatic Stay, helping broker a compromise that lessened the impact of the bill. Demonstrating her ability to work across the aisle and champion bipartisan conservation outcomes, Rep. Norrell was the primary champion in 2019 for sustaining Governor McMaster’s veto of a dangerous seawall bill that would have rolled back 30 Years of shoreline protection policies.

Norrell’s commitment to protecting the South Carolina we love doesn’t end when she leaves the Statehouse, however. Whether visiting seawall sites to snap photos of coastal erosion, to attending national conferences on clean energy, Rep. Norrell is constantly striving to be a better conservation champion and legislator. She practices law at Norrell & Powers Norrell in Lancaster alongside her husband and best friend, Mitchel A. Norrell.

Mandy and Mitch have two children, Powers Thaddeus (a Junior at Duke University) and Emma Ross Isabella (a high school senior at the SC Governors School for the Arts). Congratulations!
