Utility Billing Accountability and Consumer Protection Act

Bill #: H.5282

Session: 2025-2026

Topics:

Energy Energy

Outcome

CVSC supported this bill and it did not pass.

This bill prohibits a utility from changing their billing or payment practices without approval from the Public Service Commission, while also requiring enhanced consumer protections for rural households with high energy burdens, along with reporting requirements. We believe this is a positive step forward in providing much needed oversight and transparency to increase energy affordability for residents across the State, particularly for rural and low-to-moderate income households.
