This bill addresses sprawl, overdevelopment, and conservation through a transfer of development rights program (TDR). H. 4996 permissively assigns selected areas as “sending zones” and “receiving zones,” in which a sending zone can sell certain development rights to receiving zones. These zones and the specific TDR program would be managed permissively through the applicable municipality, county, or zoning authority.
