This bill creates a new, independent, state-wide Utility Citizens Council to provide recommendations to the Public Service Commission on energy affordability, service quality, and energy efficiency programming. We believe this concept could be beneficial in increasing transparency and equitably including a more broad reaching customer perspective on utility decisions at the Public Service Commission.
