SC Conservation Enhancement Act
Introduced by Reps. Lowe and Murrell Smith (and a long list of co-sponsors), this bill would require a portion of the deed recording fee to be credited to the South Carolina Conservation Bank Fund. A deed recording fee is the fee imposed when transferring land or real estate from one entity to another. The bill would add the South Carolina Conservation Bank Fund as a recipient of twenty-five cents out of every one dollar thirty cents from deed recording fees. The South Carolina Conservation Bank uses its funds for grants and loans for natural resources, wetland, and historical conservation. The bill would also add the Commissioner of Agriculture, the Secretary of Commerce, and the Secretary of Transportation to the Bank’s Board.
