S.2 splits DHEC up into two separate agencies: the Department of Public and Behavioral Health and the Department of Environmental Services. The latter agency would, in large part, function as a permitting agency directly accountable to the Governor as a cabinet agency. CVSC had significant concerns over this bill, but S.2 passed through the Senate with very few amendments. The House Ways and Means committee, however, wanted further study of a potential splitting of the agency. In the end, the bill was never taken up on the House floor.
