In sustainable planning, concurrency essentially refers to concurrent infrastructure requirements. These requirements ensure infrastructure keeps pace with development by requiring developers to fund infrastructure improvements that their developments necessitate. These programs help safeguard natural resources, prevent sprawl, and provide clarity for planning. As the fastest-growing state in the nation, we find ourselves at a pivotal moment to ensure growth without losing the natural beauty, farmland, and sense of place that make South Carolina unique. This bill would define “concurrency programs” in the state and include a reference to an adopted concurrency program.
